International Driver's Licenses

I received the following e-mail:

....and I am ready to call.... but not for this racerchick to get an International license, but to tear a strip off the guy that thinks he has a great idea. Maybe I just don't want more bad drivers on the road! Is it an issue of protecting your rights and privacy? Everyone has the right to make it home safe and our traffic laws are made to support this. We believe that if you are a bad driver your license will be taken away. I'm shuddering at the thought of who may want this service. 
I may even feel better if they just handed out licenses in Cracker Jack
boxes.
